You first need to create a Team, and invite all members to your Dropbox Fax team. Each member will need to accept the invitation to confirm their membership.

Please be sure each member accepts the invitation they receive in their inbox.
Once part of your Dropbox Fax team, you can assign inbound fax number(s) to their email addresses. Everyone who has a fax number assigned to them will get an email notification when a fax is received at that fax number. They can also see all of their transmissions in their Faxes tab.
