Every template is ultimately owned and controlled in Dropbox Sign settings by the administrator who went through the “Connection” flow. However, Salesforce users with the basic HelloSign_User permission set assigned, and no other restrictions imposed, will show as the "owner" and "created by" user in Salesforce for those templates they actually create. If the same template is viewed at sign.dropbox.com, it will show as "shared by" the Team admin (who will be the connected user).
