The admin of your Dropbox team account determines how team members can share files and folders with people outside the team. If you find you aren’t able to invite non-team members to a shared folder or you can't share links to files and folders with non-team members, your admin probably doesn't allow it.
Contact your admin about what sharing is allowed on your team.
